The foreign ministers of China, Russia and India - who met in Delhi today - condemned terrorism in all its forms and named its control as a key focus area. A joint statement issued after the meeting, without naming Pakistan or Pakistan-based terror groups, said those "committing, organizing, inciting or supporting terrorist acts must be held accountable and brought to justice in accordance with the obligations under international law, including the principle of 'extradite or prosecute'."
