With the government under constant fire from the opposition over Coal-gate, the Prime Minister's Office (PMO) is pushing for speedy de-allocation of licences against coal companies which have under-performed, show letters accessed by NDTV between the Coal Secretary and an inter-ministerial panel set up to review the development of coal blocks.
