Would an apology from David Cameron for Jallianwala Bagh have made a difference?

Nearly 94 years after the Jallianwala Bagh massacre, Britain's Prime Minister David Cameron today visited the site and described the incident as "deeply shameful". But he stopped short of a public apology. Mr Cameron is the first serving British PM to visit the massacre site. Many organisations had demanded a full blown apology but the British media quoted Mr Cameron as saying later that we shouldn't reach back into history.
