No panchayat ticket if no toilet at home, the Supreme Court upheld Haryana government's law mandating functional toilets as a prerequisite for candidates contesting panchayat polls. While rejecting the All India Democratic Women's Association's plea to dismiss Haryana Panchayat amendment act 2015 that not only makes it mandatory for candidates to have functional toilets at home but also makes it mandatory to have minimum educational qualification, the top court said that education helps human beings to discriminate between right and wrong. Tonight on Agenda we ask if the law makes half of the state ineligible to contest and will actually improve village administration and literacy levels as claimed by the state government.
