Pune: In much-needed relief for realty dealers and buyers, property registration will now won't take more than half and hour. A government resolution made public on December 9 has asked the Department of Registration and Stamps -- all units across the state -- to complete property registration procedures in 30 minutes. Where buyers and sellers had to dedicate long hours just to finish the formalities, they can now get through the tedious process in not more than 30 minutes after they have booked the time for registration online.

"I came for the registration of property on Monday at 9.30 am in the department of registration and stamp located in camp and to my surprise, the registration formalities were completed with all the necessary stamping and scanning procedure by 10.15 am," said Yerawada resident Sunil Marathe.

Advocate Arvind Nangare, who helps builders and home buyers through the registration process, said that like before, he would not have to go to the sub-registrar's office in the early hours to stand in a queue for his clients. "Those days are, thankfully, gone. Now I go to the office at 9 am and fulfill all the formalities in not more than 45 minutes," added Nangare.

The government decided to speed up the registration work after it was revealed that data entry operators engaged in scanning documents and employees in charge of the stamping work had been shifting blame on each other for pendancy of work. But now they are required to get the job done swiftly without any excuse.

"Data operators appointed on a build-operate-transfer (BOT) basis and people appointed for stamping would blame each other for the delay in work. To add to the problem, there wasn't any facility in our computerised registration system to verify the date on which the documents and all the necessary stamps are transferred for data entry. In this tug of war, citizens were ultimately suffering as they had to wait, at times, for a whole day in the sub-registrar's office," said S Chockalingam, the state's inspector general of registration. He added that the date verification system is made now available, so employees cannot give lame excuses for delay in registration.
