Parliament Monsoon Session: Day 4 of the monsoon session in parliament was held today.

Parliament held its fourth day of proceedings for the monsoon session today, two days after the vote of confidence, moved by the TDP, was discussed and voted on in the Lok Sabha.

The Narendra Modi government won the vote of confidence by a comfortable margin at the end of a marathon, 12-hour debate session that saw Prime Minister Narendra Modi and Congress President Rahul Gandhi exchange sharp attacks.

In a house of 451 members, 325 voted in favour of the government, 126 were against. The halfway mark stood at 226, giving the government a two-third majority.

The two houses of the parliament carried out discussions and voted on important pieces of legislation today.

Highlights From The Fourth Day Of The Monsoon Session Of Parliament

Proceedings in both houses of parliament have been adjourned for the day and will resume at 11 AM tomorrow.

Here are highlights from the 4th day of proceedings of the monsoon session:
  • The Congress has said it will move a privilege motion in the Lok Sabha. against the Prime Minister and the Defense Minister on the Rafael issue. 
  • The Criminal Law (Amendment) Bill, 2018 which provides for harsher punishment for those convicted of raping girls below the age of 12 years was introduced in the Lok Sabha.
  • The Negotiable Instruments (Amendment) Bill was passed in the Lok Sabha.
  • The Specific Relief (Amendment) Bill, 2018 was passed by the Rajya Sabha.
  • The Negotiable Instruments (Amendments) Bill was passed as amended by the house in Lok Sabha.
  • The National Council for Teacher Education (Amendment) Bill, 2018 was passed as amended by the house in Lok Sabha.

Centre Announces Commission On "Mob Lynching"

Home Minister Rajnath Singh also made an announcement in the Lok Sabha regarding a high level commission being set up  by the government under the leadership of the Home Secretary which will look at the cases of "mob lynching" that have occurred across the country.

The centre has also set up a group of ministers headed by the Home Minister to consider the commissions recommendations and this group would then submit its recommendations to the Prime Minister.

TMC MP Derek O'Brien demanded that Rajya Sabha MPs should be allowed to speak on The Motor Vehicles (Amendment) Bill on Tuesday, as Union Minister Nitin Gadkari who introduced the bill in the house was not present in the chambers and serious concerns about the bill were being raised.

The Chair said that the discussions would naturally spill over to the next day as there were many speakers still waiting their turn to speak.

National Sports University Bill, 2018 seeks to establish a specialised sports university in Manipur and was introduced by Sports Minister Rajyavardhan Singh Rathore in the parliament today.

Bill For Strict Punishment In Rape Cases Introduced In lok Sabha

The Criminal Law (Amendment) Bill, 2018, which provides for stringent punishment including death penalty for those convicted of raping girls below the age of 12 years has been introduced in the Lok Sabha.

The bill was introduced by Union Minister of State for Home Kiren Rijiju who said that the recent incidents of rape and gangrape of women under the age of 16 years and 12 years have shaken the conscience of the entire nation.

Congress MP Shashi Tharoor, while speaking in the Lok Sabha on the Negotiable Instruments (Amendment) Bill, raised many concerns regarding cheque payments in the country and also pointed out the inadequacies of the proposed bill.

While he was speaking on the bill and cashless payments he also said that, "Demonetisation was a bad idea implemented badly and GST was a good idea implemented badly."

The Rajya Sabha has been adjourned till 12 noon  following Anand Sharma's comments.

The central investigation agencies have a role to perform under the constitution they are not instrument to use for the government of the day for political vendetta or persecute senior government officials ,there cannot be any discrimination, Mr Sharma said.

The strength of the House slid after Naveen Patnaik's BJD, Telangana's ruling party TRS and BJP ally Shiv Sena skipped the voting. Tamil Nadu's ruling AIADMK voted in support of the government.

In his response to the debate, Prime Minister Narendra Modi showcased the achievements of his government  -- electrification of 18,000 villages, healthcare for all, LPG for the poor, initiatives for farmers, One-rank one pension for soldiers, the flagship Goods and Services tax and the strengthening of economy.
