The centre has scrapped Article 370, which grants special status to the state of Jammu and Kashmir, Home Minister Amit Shah told the parliament today. A bill to bifurcate Jammu and Kashmir into two Union Territories was also passed by the Rajya Sabha today, after a speech given in the house by Union Home Minister Amit Shah.

The moves come at a time when Jammu and Kashmir plunged into uncertainty after a massive security build-up and government advisory asking pilgrims and tourists to leave Kashmir immediately.

The state remains on edge as restrictions have been imposed in several parts, with mobile internet and landline phone connections blocked in many places. Mehbooba Mufti, Omar Abdullah and Sajad Lone - the three most prominent politicians from Jammu and Kashmir - were placed under house arrest last night.

The government has also banned large gatherings and public meetings as a precautionary measure. Schools and colleges in Jammu, Kishtwar, Resai, Doda and Udhampur districts were also ordered to remain close on Monday, the officials said.

Article 370: Situation in Kashmir Valley is "under control", strict restrictions in place: Authorities

The situation in Kashmir Valley was "under control" and no untoward incident was reported on Monday as authorities imposed strict restrictions in view of the centre's decision to scrap Article 370 of the Constitution, which accorded special status to Jammu and Kashmir, officials said, according to PTI.

In Jammu, the law and order situation was peaceful, the officials said.

Schools and colleges in Jammu and Kashmir remained closed on the orders of the authorities, they said.

"The situation is under control. There are massive restrictions in place in Srinagar district...there was no report of any untoward incident from anywhere," Deputy Commissioner of Srinagar Shahid Iqbal Choudhary was quoted as saying by PTI.

Authorities imposed curfew in Kishtwar and Rajouri districts and in the Banihal area of Ramban district, while restrictions were imposed in many districts of Jammu division and Srinagar, the officials said.

The government imposed restrictions under Section 144 of the CrPC in Srinagar district with effect from Monday midnight as a precautionary measure, they said.

Article 370: India briefs US, Britain, France, China Russia, says report

India on Monday briefed the envoys of five permanent members of the UN Security Council and several other nations about its decision to scrap Article 370, which gave special status to Jammu and Kashmir, and bifurcate the state, reported news agency PTI.

In the briefings, it was conveyed that the decisions were internal to India and they are aimed at providing good governance, promoting social justice and ensuring economic development in Jammu and Kashmir, official sources said, according to PTI.

It was learnt that Foreign Secretary Vijay Gokhale briefed the envoys of the US, Britain, France, China and Russia, the five permanent members of the UNSC.

Other senior officials apprised envoys of a number of other countries about the government''s decision on Jammu and Kashmir.

In the light of interest expressed by members of the diplomatic community, senior MEA officials briefed the envoys of several countries, the sources said.

Article 370: "Better late than never": Former diplomat, former air force chief on Article 370

Former envoy to Pakistan G Parthasarathy and former Air Force chief Arup Raha have welcomed the Centre''s decision to abrogate Article 370 calling it a timely and appropriate decision.

Mr Parthasarathy was quoted as saying over phone by news agency PTI, "It''s better late than never. It's a timely and appropriate decision".

On Opposition's allegation that the Centre's decision would have catastrophic consequences, the former diplomat said there are several union territories that are functioning very well.

"I really don't know how this decision would create unrest. There are several union territories which are functioning well under the central government," he said.

Arup Raha, too welcomed the move and maintained that a long standing status quo has been changed.

"I feel every part of the country should have equal rights. Nobody should have special rights. And I don't think abrogation of Article 370 should raise so much of hue and cry," the former Air Chief Marshal was quoted as saying by PTI.

Article 370: Punjab bans any kind of celebrations or protests: news agency PTI

After the Centre on Monday revoked Article 370 which granted special status to Jammu and Kashmir, the government in neighbouring Punjab prohibited any kind of celebrations or protests that could vitiate the atmosphere.

Chief Minister Amarinder Singh directed the Punjab Police to be prepared to thwart any attempts by Pakistan to create disturbance in the state.

A meeting was held to review the law and order situation in the state in the wake of the revocation of Article 370 in Jammu and Kashmir.

"Pakistan may not take this lightly and could resort to some act against India," the chief minister said, asking the state police to be ready for any eventuality.

He has ordered increased security for the 8,000-odd Kashmiri students in Punjab, and directed superintendents of police and deputy commissioners to meet them and talk to them personally.

The chief minister has ordered scaling up of security in Punjab's districts that border Kashmir.

He reiterated his earlier directions to the police and the district administration to ensure smooth and safe movement of those leaving Kashmir via Punjab.

The border areas of the state have been on high alert for the past two days, since tourists and Amarnath yatris were asked to leave the Kashmir Valley, citing security concerns.

The chief minister has, meanwhile, appealed to all, within and outside Jammu and Kashmir, to remain calm and not do anything to disturb the peace and harmony of the nation in these difficult circumstances.

Among those who attended the meeting were Chief Secretary Karan Avtar Singh, DG Punjab Police Dinkar Gupta, Home Secretary Satish Chandra and DGP (Intelligence) V K Bhawra.

DMK attacks revocation of Article 370, calls it "murder of democracy"

The DMK on Monday strongly condemned the centre's move to revoke Article 370, which gave special status to Jammu and Kashmir, saying it was a "murder of democracy", reported news agency PTI.

DMK president MK Stalin said the measures should be held back till a democratically-elected government assumed office in the state.

Speaking to reporters at the party headquarters, Mr Stalin said the Centre had gone ahead with its proposal without getting the concurrence of the people of Jammu and Kashmir and called it a "murder of democracy."

The DMK leader strongly condemned the bifurcation bid as an "anti-democratic" step.

"This move is seen as an attempt to divert (the) people''s attention from basic issues and is a cause for concern and shocking," Mr Stalin was quoted as saying by PTI.

"When a voice for more powers to States strongly echoed across the country, dividing an existing state into union territories showed that the Prime Minister Narendra Modi-led government was raring to go against the path of democracy," he said.

Congratulating Prime Minister Narendra Modi and Amit Shah on the decision to scrap Article 370 of the Constitution, Shiv Sena chief Uddhav Thackeray on Monday called it a historic day and said that people had been dreaming of this day for long, reported news agency ANI.

Uddhav Thackeray welcomed the central government's decision by distributing sweets in his party office.

"Today we are fully independent and the few chains that were remaining have been broken. To dissenters, keep your politics aside and think of the sovereignty of our country," Mr Thackeray was quoted as saying by news agency ANI.

On being asked if he was consulted, he said we had some inkling but some things shouldn't be told openly.

"I believe this was important for the country. Government is equipped to deal with people creating trouble," he added.

Uddhav's son Aaditya Thackeray also welcomed the center's decision and congratulated Prime Minister Narendra Modi and Home Minister Amit Shah in a tweet.

"This is a moment of pride. Big congratulations to PMO India, Narendra Modi Ji, Home Minister Amit Shah Ji, the Parliament and the citizens of India. This is exactly why we supported the NDA in Lok Sabha 2019 led by Modi Ji. The decision for India and the State of J&K," Aaditya Thackeray tweeted on Monday.

"I pray that now with the reorganization of Jammu, Kashmir & Ladakh, the citizens there will benefit with peace, progress, and prosperity, which was being held back from them for years due to its isolation from the rest of the country," he said in another tweet.

In a third tweet, Aaditya Thackeray posted a photo, where the Shiv Sena followers were seen celebrating the decision outside the party office.

Gujarat Chief Minister Vijay Rupani on Monday welcomed the central government''s move to abolish Article 370 in Jammu and Kashmir, saying it was a "historic and brave" decision.

Terming Kashmir as the "crown" of India, Rupani said the government's decision was a befitting tribute to Jan Sangh founder Syama Prasad Mookerjee.

"I congratulate PM Narendra Modi and Home Minister Amit Shah for taking this historic and brave decision to scrap Article 370 on Jammu and Kashmir," Rupani tweeted.

"Murder of democracy," say Left parties on revocation of Article 370

The Left parties on Monday lashed out at the government for revoking Article 370, saying that it was the "murder of democracy" and would serve only to further "alienate" the people of the region, reported news agency PTI.

The government on Monday abolished Article 370 that gives special status to Jammu and Kashmir and moved a separate bill to bifurcate the state into two separate union territories of Jammu and Kashmir, and Ladakh.

"What the government has done is regressive and will further alienate the people of Jammu and Kashmir. This is the murder of democracy," CPI general secretary D Raja was quoted as saying by PTI.

The CPI(M) termed the move an "attack" on the Constitution and said the Left parties will hold a protest against the move on Monday.

"This is an attack on the Indian Constitution by scrapping Article 370 and dismantling the state of Jammu and Kashmir. They will be led by the central leadership of these parties," the party said in a statement, according to PTI.

"The people of Kashmir had acceded to India in the face of invaders from Pakistan and a solemn commitment had been made to them by the Indian State to provide them with special status and autonomy which was embodied in Article 370 ," the CPI(M) said in a statement.

"Totally Unconstituional": Amarinder Singh on Article 370

Punjab Chief Minister Amarinder Singh described on Monday the Centre's move of revoking Article 370 that gave special status to Jammu and Kashmir as "totally unconstitutional" and said such a decision should not have been "pushed through" in an arbitrary manner.

He flayed the manner in which the Centre "imposed" the decision, saying the democratic fabric of the nation has been "ripped apart" with this "unprecedented violation of the Constitutional norms".

"It is a dark day for the Indian democracy," Amarinder said, adding that the Constitution of India has been rewritten without following any legal provisions. This will set a bad precedent as it would mean that the Centre could reorganise any state in the country by simply imposing President''s rule," the chief minister said in a statement, reported news agency PTI.

Entire State Thankful To PM Modi: J&K BJP Chief
The Jammu and Kashmir unit of the BJP on Monday welcomed the government's "historic" decision on Article 370 of the constitution, which grants special status to the state, saying the people were thankful to Prime Minister Narendra Modi for "mitigating their pain".

J&K BJP president Ravinder Raina said the residents of Jammu and Kashmir irrespective of their caste, creed and religion are with the prime minister. "It is a historic moment for Jammu and Kashmir... the entire population of the state is thankful to him (Modi) for mitigating their pain," Mr Raina was quoted as saying by news agency PTI. 

"Modi was the first to reach out to Kashmiris when they were facing the brunt of devastating floods in 2014. He visited them and made every effort to ensure their safety," he added.

Wrong To Say Article 370 Brought J&K With India: Amit Shah In Parliament
Home Minister Amit Shah said today it is "wrong to say that Article 370 bought Jammu And Kashmir with India". 

"Opposition leaders are saying that Article 370 brought Jammu and Kashmir to India. But the fact is that the Maharaja Hari Singh signed on October 27, 1947 (the Instrument of Accession) while Article 370 came into existence in 1949," he said. 

"So this is wrong to say that Article 370 brought Jammu and Kashmir with India," the Minister told the Rajya Sabha in response to Congress leader and former Chief Minister Ghulam Nabi Azad who condemned the government decision to axe Article 370.

Betrayal Of Trust: Omar Abdullah's Statement On Centre's Proposal To Remove Article 370
National Conference leader Omar Abdullah in a statement today said that the centre's  "unilateral and shocking decisions today are a total betrayal of the trust that the people of Jammu & Kashmir". "This is an aggression against people of the State as had been warned by an all-parties meeting in Srinagar yesterday,"he said, attacking the government. 

Here is Omar Abdullah's full statement on Centre's move to scrap Article 370: 

"Government of India (GOI)'s unilateral and shocking decisions today are a total betrayal of the trust that the people of Jammu & Kashmir had reposed in India when the State acceded to it in 1947. The decisions will have far-reaching and dangerous consequences . This is an aggression against people of the State as had been warned by an all-parties meeting in Srinagar yesterday.

GOI has resorted to deceit and stealth in recent weeks to lay the ground for these disastrous decisions. Our darkest apprehensions have unfortunately come true after the GOI and it's representatives in J & K lied to us that nothing major was planned.The announcement was announced after the entire State , particularly the Kashmir Valley, was turned into a garrison. Those of us who gave democratic voice to the people of Jammu & Kashmir, are incarcerated as lakhs of armed security personnel have been put on the ground.

The scrapping of Articles 370 and 35A raise fundamental questions on the State's accession because that was done on the very terms enunciated in these Articles. The decisions are unilateral, illegal and unconstitutional and will be challenged as such by the National Conference .

A long and tough battle lies ahead. We are ready for that."
