Before 1991, there were 836 items that were reserved for small industries. So, you couldn't produce biscuits in large factories, it had to be a small factory. You couldn't produce clothing. You couldn't produce shoes. Furniture, hand tools. That took 25 years to de-reserve. Would you believe, the last item for small scale was de-reserved just last year, says Rakesh Mohan.
