After the Central Bureau of Investigation (CBI) said the killing of 19-year-old Mumbai teenager Ishrat Jahan and three others was a joint operation between the Gujarat Police and the state's Intelligence Bureau (IB), many are asking if it's time to make the IB accountable and whether it is time to have a law that governs them.
