The winter session of Parliament begins today with a two-day special sitting to celebrate Constitution Day in a tribute to BR Ambedkar, widely regarded as the architect of the Indian constitution. Prime Minister Narendra Modi will intervene in the discussion in both Houses. Speaking ahead of the beginning of the session, he said this morning that debate and discussion are the soul of Parliament.
