The juvenile accused in the December 2012 Nirbhaya rape case who just turned 21 will not be released but will be sent to an NGO where he will receive vocational training. Is this a compromise of sorts between a legal system that says those who are convicted as juveniles get a chance at reform and leading a normal life after their release and voices like those of Nirbhaya's parents who believe he should have been tried and convicted as an adult for his crime?
