Jammu and Kashmir Government is "acting in the most humane manner possible" and instructions have been given not to use force against protesters, Handwara legislator Sajjad Lone told NDTV. Calling the civilian killings most unfortunate, he said that there was still "some anger on the streets of Handwara", part of which was "legitimate". "We will try to first of all take some (confidence-building) measures on the ground, ensure that there is less security presence there," he said.
