Train safety: Is Rail Minister part of the problem?

28 people died this morning in a fire on the Tamil Nadu Express. While authorities initially said it may have been a short circuit, Railways Minister Mukul Roy, who has been severely criticised for being an absentee minister, has not ruled out sabotage. This is the third major accident this year.
