One of the more controversial parts of Justice Verma's report is calling for a review of the Armed Forces Special Powers Act which gives extraordinary powers to the Army in conflict zones. Law Minister Ashwini Kumar admits it will be difficult to carry this proposal through. The report says men in uniform should not need special sanction for prosecution for crimes against women and must be brought under civilian law.
