Government changes stand: Will Kargil martyr Captain Kalia get justice?

Captain Saurabh Kalia and five others were tortured and killed by Pakistani forces during the Kargil war in the summer of 1999. Since his death, his father has fought a long and lonely battle, urging Delhi to push for international sanction. Successive governments, including the present one, have so far refused fearing an internationalisation of this could open a Pandora's Box for bilateral issues between India and Pakistan. Today, the government has finally said it would seek advice from the Supreme Court on whetehr to pursue the matter in the International Court of Justice. This is not quite the answer the family of Captain Kalia hoped for, but better than a flat no. So what made the government change its mind?
