Montek Singh Ahluwalia, deputy chairman of the Planning Commission, speaks to NDTV's Vikram Chandra about the Union Budget and the mixed-reactions. "The Budget needs to be looked in terms of what was absolutely necessary to do, and does it create the environment in which all the other things that are necessary get done and what is the objective that the government sets," he says, adding that there is a general agreement that fiscal deficit had to be reduced.
