ONGC 's overseas arm ONGC Videsh limited is planning to acquire or participate in oil and gas blocks in Vietnam where it already has a presence. NDTV has learnt that OVL wants to enter the downstream business in the country by buying equity in Vietnam's PetroVietnam Gas Corporation.
