Citing a Gauhati High Court ruling, Assam Finance and Health Minister Himanta Biswa Sarma said the 12-hour shutdown called against the centre's bid to pass the Citizenship (Amendment) Bill today cannot be allowed. In 2013, the court had banned shutdowns or bandhs in the state and called them "unconstitutional and illegal".

A day ahead of the Congress President Sonia Gandhi's visit to Assam, one person was killed in a bomb blast by anti-talk faction of ULFA in Tinsukia district tonight, police said. The bomb was planted in a roadside at Selabari area. The deceased has been identified as A Agarwal, a local businessman, police said.
