Who's responsible for Karkare's missing jacket?

The Maharashtra government has announced that it will decide in a week who is to blame for losing the bulletproof jacket that Hemant Karkare was wearing when he was shot dead during  Mumbai's 26/11 attacks.

Home Minister RR Patil said on Monday that the person responsible for losing Karkare's jacket will be suspended. "We will decide in a week who is responsible," he told the Maharashtra Assembly.

Karkare, the chief of the Anti-Terror  Squad, was killed near Cama Hospital along with Assistant Commission of Police Ashok Kamte and encounter specialist Vijay Salaskar.

Karkare's wife, Kavita, has slammed the government publicly and repeatedly for its carelessness. She filed an application under the Right to Information Act, pointing out that the jacket went missing after Karkare was killed. The Mumbai police was then forced to admit that the jacket had been lost.

A Public Interest Litigation (PIL) claims that Karakare's jacket was sub-standard and could therefore not protect him when Pakistani terrorists opened fire on the night of 26/11.

In an interview to NDTV in November, Home Minister P Chidambaram apologised to Kavita Karkare for the missing jacket. In response, Karkare told NDTV, "This is a sign of his bigness."

The Maharashtra Home Minister has also promised action against Hasan Gafoor, who was Police Commissioner of Mumbai during 26/11. In a controversial interview to The Week magazine last month, Gafoor had blamed senior officers for failing to act on 26/11, and for being reluctant to visit the sites of the terrorist attacks.

The government had rejected Gafoor's allegations. Now, Patil says Gafoor, currently Director General of Police (Housing) will be penalized for his remarks.

It is regrettable that the killing of three top cops of Mumbai on 26/11and the loss of the defective jacket of Karkare, the chief of ATS, appear quite intriguing.To add to it, Headley and Rana were also involved in 26/11, it seems.Now, as never before, it becomes imperative on the part of NIA to make a thorough investgation into m26/11 attacks afresh.

Really it is great lose of the bravo ATC chief Hemant Karkare fateful day to the nation in general and to his family n particular. It is an immense lose to the family which can not be replaced. As a son who lost my father at such age I can sense and imagine how painful it would be. My heartfelt condolences are to his bereaved family. Nation should stand behind them. But I wish to make a debate on this subject. Lot of discussion and debate is going on this jacket missing and fixing the responsibility for it. A part from some body, is he also not responsible for the loss? Is it not his personal duty and responsibility to check and up keep it as he would be in the forefront on a day to day basis? With out such bulletproof jacket how and why he jumped in to the fray? First of all had he been issued or had he taken any such jacket at all? I was in the industry where a personal helmet is mandatory to wear when ever I was visiting the plant. I used to carry in my vehicle and used to where it while entering in to the plant site. After the visit I put it back in my vehicle so that it will be with me when I go to next visit. As per the Factories Act if I met any accident with out helmet company is not responsibe for it and pays compensation. In the similar lines had he maintained such decipline in his job for the safety appliance? The reason for my writing like this is, how the Maharashtra government comes in to the picture for the lose of an officer%u2019s jacket? I apologies to all the concern in my writing like this; if the matter is as simple as the loss of the jacket is he also not responsible for it?
