Prime Minister's letter

This is the text of the letter that the Prime Minister Manmohan Singh wrote to the family of a patient who died during his visit to Chandigarh on Tuesday:
 
Dear Smt Verma,

I am writing to you to express my profound sense of sadness at the death of your husband Shri Sumit Verma yesterday. I understand that he could not get access to the Post Graduate Institute of Medical Education and Research, Chandigarh in time because of the restrictions in place for my visit there. This is something I deeply regret. I have issued instructions so that in future authorities are more sensitive to the concerns of the common man while imposing such restrictions for reasons of security.

why the function was organised in hospital? Can't it be held any where else like auditorium? Whether PM will like to frame a policy concerning orgainising such fucntions in hospitals?

PM is not personally responsible for this incident.Our system is such that when some thing happenns to the Pm or VIP due to security failure,who will be blamed?We are not consistent in our judejements and reactions. At least PM had the sensitivity to write to them personally. How many people died in the boat accident in Thekkady Kerala?Who is to blame?Who was the culprit?
