No increase in Chinese incursions: Army chief
NDTV Correspondent, Saturday September 19, 2009, Chennai

A day after Prime Minister Manmohan Singh accused the media of blowing the Chinese incursions issue out of proportion, Army Chief General Deepak Kapoor reiterated PM's stand on the issue saying that there has not been any increase in the Chinese incursions this year.

Speaking in Chennai, he also made comments on border infiltration and Kashmir as well.

The Army Chief's statement comes a day after the prime minister downplayed the issue of transgression by Chinese troops into India. The prime minister said, "The issue has been blown out of proportion. We see no evidence of increased aggression. Yesterday, the Chinese ambassador met the national security adviser and the two had a good discussion".

Does the Army Chief have any choice but to tow the PM's line! The former Air Chief had said that China was enemy number one and faced the MEA falk for the same. The fact is that the Chinese have chalked out a clear cut strategy while in India we do not think beyond the next couple of years or at best the next elections. There is no sense of national character in planning and execution. We however excel in jingoism and rhetoric. The chinese undertook infrastructure development along the indian border a long time ago but the Indian Side has made little progress, if at all on that account. The lack of infrastructure on the indian side is not a secret and the ability of the Indian Armed Forces to guard the same should be a cause of worry. Our modernisation is stuck due to poor planning and execution at all levels. This should include the military establishment too. In the name of indigenisation we have prevented the forces to get the equipment they need. Neither the politician or the bureaucrat will face the bullet, the soldier will. That poor soldier who will brave all odds including his own establishment even to voice his opinion. Till we have the poitical will and the courage, we will continue to say all is well on the Eastern borders
