Goa: Twist in Russian tour operator's rape case
NDTV Correspondent, Saturday December 5, 2009, Panaji

John Fernandes
Two days after a Russian tour operator alleged she was raped by Goan politician John Fernandes, the case has developed a twist.

Goa Police's Crime Branch has stepped in after reports that the victim was being forced to dilute her charges because her attacker was well connected. The Crime Branch has taken a fresh statement from the Russian woman and the accused will now be charged for rape, and not just attempt to rape.

Fernandes, who has stayed away from the media ever since the case came up, cannot be arrested till Monday - when his bail plea will come up for hearing.

Earlier, a Russian friend who was with the victim that night denied the charges. She has filed an affidavit with the police saying "no rape took place" and "John Fernandes dropped us home in his car. I was with her till she was dropped home."

But the statement comes at a time when the 25-year-old victim has alleged she is under pressure to dilute the case. The victim's medical report also showed bruises on her body. She also says that "the police told her not to continue with the case since John is a powerful politician."

In Goa on a business visa, the victim had known John for a year. He was also acquainted with her friend, which is why they accepted a lift from him on Wednesday night.

Better known as a manufacturer of speed boats, John Fernandes contested the last assembly elections against NCP candidate and current Tourism Minister Mickey Pachecho. He lost by a few hundred votes. Many of his supporters feel the current charges against him are politically motivated.

Goa receives a large number of Russian tourists each year. As it faces peak tourist season, the state will have to act quickly to reassure its foreign visitors.

Goa is fast becoming the rape capital of India and the international community is increasingly becoming wary of visiting Goa. I presume Goa doesn't have a proper man woman ratio

This is what happens in Canada: A provincial politician facing a charge of leaving the scene of an accident has officially stepped down from his duties as parliamentary assistant to the health minister. Liberal Kuldip Kular was issued a traffic ticket in connection with an incident in Brampton last month that sent a pedestrian to hospital with minor injuries. Police say that failing to remain at the scene of an accident isn't a criminal offence and if found guilty, he faces a fine. A spokeswoman for the premier says Kular has stepped down to stay close to his riding of Bramalea-Gore-Malton. Bas Balkissoon, who represents the riding of Scarborough-Rouge River, will take Kular's place. Police say Kular, 60, was driving around 7 p.m. on Oct. 23 when a 39-year-old man was struck in an accident in which the pedestrian had the right of way. Witnesses told investigators they saw the driver get out of a silver sedan and speak to the victim before taking off, leaving the pedestrian with a cut on his forearm and bruises all over his body. Kular, a doctor by profession, also serves on the standing committee on general government. and in India.............
