Design, material deficiency led to Metro mishap: Sreedharan

Blaming "deficiency" in design and material for the recent mishap, Delhi Metro on Tuesday issued a notice to contractor Gammon India asking it to explain why it should not be blacklisted for two years and suspended two of its deputy chief engineers.

Gammon India, however, will be allowed to complete the five projects, including the much-awaited Noida corridor, which it is undertaking currently, DMRC Managing Director E Sreedharan said.

Making public the findings of the A K Nagpal committee that probed the collapse of an under-construction bridge in Zamrudpur on July 12 in which six people were killed, he blamed the consultant firm, Tandon Constructions, of "misleading" the DMRC and the contractor on the crack.

"The crack on pier 67 was first noticed on April one and we approached them on April three. They gave us a report on April 15 saying that there was no inadequacy in the design.

The consultant misled the DMRC and contractor," Sreedharan said.

"We have accepted the report (Nagpal panel) in total.

The unfortunate incident took place due to design deficiency and material deficiency. The cantilever design was not adequately taken care of and provision of steel at different points were not adequate," he told reporters here.

2009-07-29 There is something not right here. First, DMRC accepts the report of the consultant Tandon Constructions in April; now, they accept "in toto" the Nagpal Panel report on the failure of the column. How do they decide this time also they are not wrong? Just what is DMRC's ability to assess adequacy of the design? It is quite serious if at this stage the design of the cantilever is found to be inadequate. Were the designs performed right? analysed? models or full size mock-ups tested? Were proper load conditions evaluated and imposed during analysis/testing? I certainly would not like to be in Mr.Sreedharan's shoes! I have, during my travels into Delhi, seen the columns and spans of the Airport lines. I am not a civil engineer, but to me the U-shaped track carrying spans appear to be very flimsy, and the pillars also somewhat thin, when compared to other Metro segments and even the sections used on the NHAI elevated roads nearby for what must be much lighter loads. Even the spans footing on the pillar tops appear to be small, and I have wondered at the strength adequacy of the whole design, especially when two trains pass each other! I hope DMRC has taken enough precautions in making sure these designs are adequately proportioned!
