In the western countries (Especially in USA), immediately after the Presidential elections are over, the opposition party farms a shadow cabinet with the specialists having the appropriate academic background in each ministerial line! During the debates in the Senate, the concerned shadow cabinet minister grills the Minister till he gets the right answer!
And, ofcourse, this is the secret of the enormous development of a country (USA) with only the History of 400 years! Yes! Their late President J.F.Kennedy said " We have the History of only 400 years, and we should create further!"
There is an old but golden Tamil saying :- "Vilaiyira payir mulaiyila theriyum!" The quality/future of the plant, is known, the moment it comes out of the ground itself!" How truly it is proved by the countries like USA, JAPAN, W.GERMANY, CHINA & RUSSIA after the second world war!
