The PM's remarks were made at the G20 summit being held in China. The relationship between India and Pakistan has plummeted with July's shooting in Kashmir of terrorist Burhan Wani, who was lionized by Islamabad as a martyr. Wani, 22, one of the top commanders of terror group Hizbul Mujahideen was killed by security forces, inciting huge mob protests by civilians. 70 people have died and more than 10,000 left injured by the worst unrest in Kashmir in six years.

The violence has been described by Pakistan as a "freedom movement in Kashmir" and India has accused Islamabad of funding the clashes as well as inciting them through the use of terrorists like Hafiz Saeed who move freely in Pakistan.

Wani, who used social media to share photographs of himself posing with weapons seized from security forces, had tapped into the growing anger in the Kashmir Valley against the state to emerge as a local icon, especially for young men.
