How police, security failed during demolition

New Delhi: Justice Liberhan has, in his report tabled in Parliament on Tuesday, made the following observations on police officers and security arrangements on December 6, 1992, when Kar Sevaks brought down the Babri Masjid.

  • The Commission is of the considered opinion that the security apparatus was non-existent on December 6, 1992.
  • The police and the para-military personnel deployed had been bound down into an ineffective role and had been specifically instructed against any substantive action.
  • The police and the administration was a mute spectator. Their loyalty to the political masters was writ large.
  • Officers like A K Saran, D B Roy, S P Gaur, R N Srivastva were in fact not merely officers of the government as they posed but really representatives of a political party in power.
  • Prakash Singh, then DGP, to Commission: People with Sangh Parivar affiliations or political ambitions like D B Roy, A K Saran were posted at Ayodhya despite my objections.
  • Prakash Singh to Commission: D B Roy used to hobnob with local political leaders at Ayodhya.
  • Commission's observation on A K Saran: AK Saran's conduct and partiality particularly on the fateful day makes his ties with BJP, even though he was in uniform, unacceptable.
  • Commission: A K Saran neither responded nor reacted on December 6, not even when provocative slogans were being raised.
  • Akhilesh Mehrotra, Additional SP Faizabad: Found to be compulsive liar. He was willing to go to the extent of making up false stories to support state administration.
