Rapes are rare in "Bharat" (rural India) but occur frequently in "India", Mohan Bhagwat, who is the chief of the right-wing RSS or Rashtriya Swayamsewak Sangh (RSS), has said. At a meet in Silchar in Assam, Mr Bhagwat also explained why.
