New Delhi: The Congress vice-president Rahul Gandhi addressed a rally in election-bound Delhi today, where his party is hoping to install Chief Minister Sheila Dikshit for a record fourth term.

"Sheila ji has transformed Delhi with its infrastructure," the 40-year-old leader said, citing the national capital's international airport, Metro trains and over 130 flyovers as examples.

"But Congress does not stop there. Women need to be empowered, empowerment is the key to Delhi's progress," Mr Gandhi said at Virat Cinema grounds in south Delhi's Ambedkar Nagar.

Attacking the BJP, the Congress number two said they only indulge in big talk. "They give long speeches, but you all are aware of what they do," he said.

Still, the Congress seemed to have taken a leaf out of arch rival Narendra Modi's mega rallies in organising Mr Gandhi's rally today. The party had installed multiple cameras at the venue whose recordings could be used freely by the TV channels.

This was Mr Gandhi's second rally in Delhi which votes on December 4; he held his first at Mangolpuri in northwest Delhi last month.

Prime Minister Manmohan Singh and Congress president Sonia Gandhi are also expected to hold rallies in the capital in the next two weeks.
