Cops say sorry for beating up 5-yr-old
NDTV Correspondent
Tuesday, February 03, 2009, (Etawah)
A five-year-old girl was beaten up by the police in Etawah district of Uttar Pradesh just because she allegedly stole Rs 280.
The girl named Komal was brought to the police station by locals who accused her of stealing the money. The SHO and Sub-Inspectors decided to teach her a lesson and beat her black and blue.
Now, the policemen have apologised to the child after the UP police chief directed the Etawah SP to personally apologise to the child.
"I sent my daughter to get Rs 15 to buy undergarments. She saw somebody running away with a wallet in the market. But the police caught my daughter," said victim's mother.
Six other policemen, who were present in the police station, stood as mute spectators while the entire incident took place on Monday afternoon.
The police seem to justify the action.
"A crime has been committed here. The offender is a minor. Cash worth Rs 280 has been stolen. The girls has confessed to the crime. She was handed over to the police by the person whose money was stolen. It's significant that the police have seized the cash. If the police resorted to unfair means in dealing with the girl, I will seek appropriate probe," said Kripashankar Singh, SSP, Etawah.
As the news of this brutal incident reached the DGP, the SHO Chandrabhan Singh was suspended and Senior Sub-Inspector Shamlal was sacked from the police force.
Uttar Pradesh Additional Director General of Police Brij Lal has said that the cases have been registered against three policemen. The cases have been registered under sections 323, 506 of IPC.
"We have taken the incident very seriously. Strict action will be taken against those found guilty so that such incidents are not repeated," said Lal.

I havent actually seen the incident on TV but, the description given by the people here is enough to make one think of the torture the little girl went through. It isnt shameful for just those policemen who tortured her but, for the other six who were watching, the people who were around at that time, the TV crew who were filming the incident and for all of us for just sitting on something like this. Yesterday it was some 5 year old, today or tomorrow it could be ours. And what are we going to do about it?

The Indian police force can only make a show of their bravado with children, poor people and innocent harmless couples - remember operation majnu where couples were beaten up? When faced with real law and order issues and terrorists, you will see them standing around sliently watching like spectators or running away like cowards. They are the real hooligans. The current deplorable state of the country today can attributed to a large extent to the Police. Crime, lawlessness and corruption could not have assumed such monstrous proportions today if we had had even a half-decent police force. Do we really need a police force? The army is anyway required to be summoned every time there is some real trouble. So why waste public money on these barbaric dim-wits?

This is a perfect example of power going to the authority''s head... Don''t the police have any shame? Six other policemen stood by and watched the poor five year old being beaten... It''s disgusting that they have tried to justify the action... Should not be tolerated.

What leaves me absolutely aghast and disgusted is the question, that do these cops have any trace of humanity left in them? Have they had any childern of their own? Even if the girl stole the money ( which infact she did not ), does it warrant such bestial punishment? Indian Police needs reforms and humanization and for that you need to haul these cops over the coals. Unless they have a sword dangling on their heads they are not going to learn a lesson.

We need to establish a hidden/dark force (like naxils) to eliminate these people. for them the law and regulations in our country wont fit. They deserve a severe punishment like removing/cut his hand in front of his colluges and that show should be broadcasted in TV. It is paining... when we change............ -Karthik

Even if the poor little girl have stolen the money who has given these cops power to deal like this.? UP government has ordered a probe, why the hell a probe now when whole world saw it on TV, these cops should be dismissed from the service immediately.... What will happen next? They are suspended for time being and after some time they will join their duty in some other thana. All these things happen in our society becoz of the comfort zone of government employee. They know they will be suspended but cannot be removed from their service. Shame !! Shame !! for our society as well....

Hat''s off to media to bring up the issue. Otherwise the voice of the helpless citizens generally go unheard in this country. The aim now should be to take the issue in hand to a logical conclusion. Till when these goondas in uniform will hold the country for ransom and the poor people will suffer in their hands! I could not concentrate on my work today after seeing the brutal clip in the morning. Let the common man wake up and raise the voice against the injust police force of India.

A strong message needs to be sent to everyone working in the government force, that law enforcement is not upto their private choice, and it shall be dealt with seriously. Everyone should be retested once in a couple of years to examine their skills and responsibilites. If they fail, they should either undergo training again i.e.back to basics or thrown out of the force. Only the able, capable and responsible ones should be in the law enforcement. I strongly condemn the incivility of the individuals involved in beating a child, and the system as such which had such arrogant ones in the police force.

I was furious while reading the news. Nothing can go worse than beating up a defenless tiny child in her innocence with such brutal ways. I wonder only the Nazis would have committed such horrific crimes before. But i am sure no one in a civilised society could do such brabaric act and get away saying a mere sorry. In recent past we have read similar stories of atrocities to children. One i could remember is that with an upper class mob punished a 10 yr by dragging him with a tractor. Why this kind of incidents kept repeating in our country. Understandably only a very few comes to light. The majority is going un noticed. All these incidents are happening to the poor, down trodden, and neglected sections of the society and to their children. It is the pride and ego of these culprits and their confidence that they can get away with such henious acts of crime motivates such henious acts. The people in power such as the DGP in this case, should act more responsibly and the legal team, the court, the judge they all should treat this as a social menence and award maximum penalty to the culprits. There should be no attamepts of protecting such inhuman elements. They should be named and shamed. More over there should be an awareness about child abuse ,the imporatnce child protection and the punishments involved. This should reach to the grass root level. These incidents makes our head bend down in front of the world. "Children are our nation''s wealth. Regonise and Protect".

Thanks to NDTV the real face of the police is being exposed. When I saw the video in which the poor childs was pulled up by her ears by the police I felt we are really living in the dark ages. The cops need to be paraded with their faces blackened and given the same treatment.Rather would appreciate if NDTV went after this with full gusto and made sure the those bastards are permanently dismissed and in jail.

This is gross violation of human rights by the Police. Those guilty policemen should never wear the uniform again. Is this is a lawless country? The media has brought this incident to the fore but I am afraid as we do not know how many abuses like this are happening which do not get the media attention. All policemen should be sensitised about human rights during their training programs.Physical training alone will not suffice.

Its a shameful act and a disgrace to the police system. If a littl girl is treated this way for stealing 250 Rs then how must be the white collar criminals be treated who cheat the public by crores of rupees and celebrety criminals who easily break the law. Shame on our police system

The actions of the Policemen was atrocious. Is this the way they treat their own children? This is Child abuse in broad day light. The concerned authorities should take strict action against the cops responsible for this. This incident is shameful to the whole Police Department because the people who should protect the innocent is indulging in such behaviour. They should be sacked as people who do not know how to treat a child is no human.

It is very much shameful on my part to read such news in a civilised country who never care for the root cause of the incident rather act ruthlessly to punish a child. I would like to ask the police men who have beaten the child that is he acted like this if his own daugher of five years age commits the mistake? Really i couldn''t think where we are prgressing? Are we really human beings? in true sense or any thing else?God have given you to think twice befor acting such thing.

Many Thanks NDTV and the journos for exposing such "legalized" crime. Since I saw the clipping, i was wondering how to reach to someone with the pain I went thru. Police will not change, but a commitment to change should not change. More than anything, the girl should forget, she was treated in this way and Police dept should come forward to help her out of this and ensure the cop image which must be imprinted in her mind is rectified immeidately.

Who gave the right to police to beat up anyone? They should arrest the accused and produce in court. Kripashankar Singh, SSP, Etawah said "A crime happened" ? Is he sleeping when his staff openly take bribe or is he convinced that police taking bribe is not a crime?

Tuesday, February 03, 2009
Kripashankar Singh, SSP, Etawah should be suspended first for his statement. When high ranking police officials acted swiftly, this gentlemen seems to be protecting his men. Police force does not have rights to simply punish a criminal - leave ''teaching him a lesson''. The incident is utter inhuman and needs to be taken seriously by the state government. The chief minsiter, who is a lady, should take lead for fact-finding in the incident of beating a minor tiny girl child in her state.

My heart bleeds and my tears rolls down from my eyes to see those policemen beating up a defenceless 5 years old child by pulling from her hair. Have they confirmed that she really stole the money ? Is this way to punish a small child for stealing a peety amount ? Shame to those corrupt policemen. Who will punish these corrupt policemen for the bribe they took ? Shame Shame Shame........

Tuesday, February 03, 2009
As someone rightly pointed out, who is to pull the hair of this policeman who take bribe from street vendors, drivers and even from beggars ? These heatrless animals must be sacked from the police force forthwith and cases filed against them for cruelty against a child, under all the sections available. Their retirement benefits must be held back till such time the court cases are over. Can a human right organisation take up this issue to its logical end. I also hope that our minister Mrs Renuka Chowdry will take up this issue at the highest level and teach a proper lesson to this disgraced policeman so that no other policeman dare to treat a child like this in future.

The news is too painful to hear. Whatever be the reason such highhanded act of beating a child needs to be condemned in strongest terms. In a civil society such acts if not nipped in the bud may lead even to custodial death of the minor. The child would have to live lifelong with the mental scar. Those cops involved in the brutal attack on a hapless child should be tried for violating human rights and child abuse. Mere suspension or transfer would not give justice to the child and her parents. They should be given severe punishment and also made to pay adequate compensation which should be taken out from the salaries of the monster cops. This would serve as a deterrent to others.

It is shocking to see this kind of behaviour by the cops to a five year old. It is covered in the news as small crime big punishment. I am wondering what punishment should be given to that cop who is not able to track down the kidnappers, dacoits etc in UP. All he could do is to be like a monster to assault an innocent child, who may have stolen the money but could have been handled in a human way. We won''t even do so to animals. He should be punished so badly that in future the cops would be scared to be harsh on small kids. It is a shocking crime irrespective of the child being dalit.
