GoM meets on Telangana, assures of fairness and objectivity
  1. The empowered Group of Ministers, now scheduled to meet on October 19, has assured the people of Andhra Pradesh that full justice will be done while drafting the guidelines of bifurcating the state to create India's 29th state.

  2. The terms of reference for the GoM include determining the boundaries of the new state of Telangana and the residuary state of Andhra Pradesh with reference to the electoral constituencies, judicial and statutory bodies, and other administrative units.

  3. Sources said the GoM is not in favour of giving the Union Territory status to Hyderabad, the state capital which is at the heart of the bitter Telangana-Seemandhra divide. The IT city will be a common capital between the two states for 10 years. Sources also said the senior ministers are in favour of the Seemandhra leaders deciding on their own capital.

  4. The government is also reportedly contemplating a special financial package for the Seemandhra region, which is witnessing massive protests over the Centre's decision announced last week.The GoM will also elicit responses from water, finance, road transport and infrastructure departments in Andhra Pradesh to work out the division of their assets once Telangana is created, sources said.

  5. Sources said the Group of Ministers has no plans to visit Andhra Pradesh for now, and will ground its discussions on the Sri Krishna Commission report which favoured the creation of Telangana. Besides Mr Shinde, Mr Chidambaram and Mr Antony, Ghulam Nabi Azad, M Veerappa Moily and Jairam Ramesh are the other members of the GoM while Minister of State in the Prime Minister's Office, V Narayanasamy, is a special invitee.

  • GoM will submit a note to the Cabinet which will then take a decision and send it to the President. The president will then send it to the Assembly
  • In this case the resolution was tried earlier but it is in abeyance by the state itself since the Cabinet has passed an order for the GoM
  • All points will be taken into consideration and justice will be given to the people of Andhra Pradesh 
  • I don't think there is any possibility of going back on Telanagana
  • I cannot commit on whether or not we will bring President's Rule

"I know nothing is permanent in life," Kiran Kumar Reddy told NDTV on his Chief Minister's post. He said he doesn't rule out stepping down if bifurcation of state is pushed through.

  • I was born here, I studied here, worked for my whole life in Hyderabad but my native place is elsewhere.
  • After 53 years, you can't say, you don't belong here. Settlers are here in all districts of Telangana.
  • Decision of dividing state is very harsh
  • Congress created bigger problem trying to solve one problem
  • There is anger against division and against party and against us also
  • Power crisis is a serious concern
  • Future generations will suffer
  • Students, employees are frightened at consequences of decision
  • I am not lending support to agitation
  • I have been propagating united Andhra Pradesh for the good of the people of state
  • Problems of Telangana can be solved better in United Andhra Pradesh than divided
  • Basic concerns is Hyderabad, irrigation, power, employees recruitment and promotions, private sector and IT sector jobs
  • Party has taken political decision, GOI has to show solutions
  • Because of elections, the stance of TDP and YSR CP is changing as per political requirement
  • Constitution, procedure and convention has to be followed in state formation
  • Resolution of House and voting on Bill is compulsory when House has to be divided
  • No party whip ever issued in assembly or parliament for dividing state
  • I am not biased; I say progress possible only in a united state

  • Congress has put self-interests over common interests - they wanted more seats, more votes and they're willing to sacrifice anything
  • For the last 70 days, why is the Congress party not wanting to discuss? Is it their internal affair?

  • Is Telangana an internal matter of the Congress?
  • Why is the Congress party not showing any interest in Telangana?

The 48-hour bandh in Seemandhra against the Union Cabinet's decision to create Telangana state passed without any major incident, but opposition to the bifurcation of Andhra Pradesh continues. We want Mohabbatnagars, and not Muzaffarnagars: Jagan tells NDTV
YSR Congress chief Jagan Mohan Reddy, who is on an indefinite fast to protest against the Centre's decision to bifurcate Andhra Pradesh, speaking exclusively to NDTV, says he wants the entire state to be united. "Telangana, Rayalaseema, and Coastal Andhra, I want the entire state to be united... Not right to discriminate against someone because they are born in a particular religion. Every party should become secular. We want Mohabbatnagars, and not Muzaffarnagars," he said.

Jagan Mohan Reddy to NDTV:

  • There will be no water in Seemandhra after split. Where will we get water from?
  • There will be water dispute on every day basis.
  • Never in the past has a state been divided without an assembly resolution.
  • Seemandhra leaders will have to vote against Telangana resolution else they wouldn't be able to enter their constituency.
  • Six months before the elections such a decision is taken.
  • They don't talk of Bodoland, Gorkhaland or Vidharbha.
  • In case of Vidharbha an assembly resolution is already in place. 
  • Is it that difficult to roll back the decision?
  • People have been on strike for last 60 days.
  • Students don't know where to go for jobs.
  • Most of our budget comes from Hyderabad. 
  • They are splitting the state arbitrarily. 
  • How can one be sent to jail and kept there for so long? Bail is one's right. One can't be kept in jail beyond 90 days without a probe. 
  • Isn't this political witch-hunting?
  • I have no issues with Congress for not giving me the CM's post.
  • As for forgiving Congress, the Bible says 'forgive our sins as we forgive those who sin against us'.
  • What I want, what anybody from my generation wants is peace and development.
  • I want Telangana, Rayalaseema, and Coastal Andhra, I want the entire state to be united.
  • Not right to discriminate against someone because they are born in a particular religion. 
  • Every party should become secular.
  • We want Mohabbat-nagars, and not Muzaffarnagars.
  • Not bothered whether BJP, Narendra Modi are a political option or not.
  • Since BJP has a stigma, it will take a lot of effort for them to come back to the secular platform.

  • If Rahul Gandhi could intervene and get ordinance called off, why shouldn't they change the cabinet decision when there is so much happening in the state
  • There is a lot of confusion in the state
  • We are opposing unilateral style of functioning where assembly resolution means nothing
  • We have never heard of an instance of state bifurcation without assembly resolution
  • Arbitrarily splitting state is not right
  • Will challenge cabinet decision in Supreme Court
  • There are other issues like Bodoland, Gorkhaland, Vidarbha, why are you not talking about that?
  • There are legal problems. How can solutions come in six weeks time?

Day 2 of protests, bandh:

Schools and colleges shut in coastal Andhra's 13 districts which oppose bifurcation.

Students will protest at 10 am in Vijaywada. Private hospitals will be shut too.

Vijayawada, Guntur, Machilipatnam and Eluru will face a power shut down from 9 am to 2 pm.

Tight security at the famous Kanaka Durga temple as Dasara festivities begin today.
