We are paying for our mistakes. But consider for a moment. Even after this so called wave, you are still on that side of the House. Upar waale ke daard ke khilaf koi nahin lad sakata.

Over confidence is not good - you will remain chief ministers in -waiting.

We are ready for action against corruption and we have considered all aspects before extending support.

If there has been corruption anywhere, whether in the MCD or Delhi government - there should be action taken against it. I state this on record on behalf of the my party.

We have supported them because we did not want elections again in Delhi.

We had the least to lose if there were re-polls; we acted as a responsible political party.

All political parties are in politics because they want to be in power. But that alone is not the driving force - we have to respect the wishes of the people.

I urge you not to act in haste - cites examples of the water rates. Water has become more expensive for most people - your scheme will benefit about 5 lakh people - most of whom live in areas like GK, Defence Colony & Vasant Kunj.

Jab tak aap Delhi ki janta ke hit me faisla karte hain, aapki sarkar ko koi khatra nai hain.

Aap keh rahein they solar energy laga denge, bijli ke bill kam karenge... Opposition mein baith kar aadmi kuch bhi laga dein. Mukhiji, aap ko 15 saal ka experience hain... hum toh naye naye Opposition mein aaye hain.

How can you announce subsidy? This assembly has that power. This assembly hasn't even cleared power subsidy yet. We have on record that the power department has no money for subsidy. The House is yet to pass the budget.

Your officers are misguiding you, the subsidy on power will cost 315 crores and not 200 crores as you have said. If you continue this after March, it will cost more than Rs 1,350 crore.

  • In 15 years of Congress rule , there have been many scams. Our party kept highlighting these.
  • I heard Mr Kejriwal saying if Dr Harsh vardhan had any evidence he should share it with us. I want to ask the chief minister, why  he claimed that he would act against the corrupt people in Congress if he had no evidence?
  • I don't know what compelled him to seek support from the Congress - a party that was shown the door by the people in these elections.
  • Manish Sisodia said that this house in representative of the people of Delhi. They why are they negating the mandate of the people and taking the Congress party's support.
  • Why have they gone the route of these surveys, sms-es which they did themselves?
  • In Delhi, no MLA can use red beacons. The Supreme Court order is a year old. But the manner in which you presented facts here made it seemed like the onus of cleaning up politics lay only with you.
  • You didn't want security - but at least 4000 policemen were deployed for your security at Ram Lila Maidan.
  • You wanted to travel in the metro -  they ran a special train for you, thousands of security personnel were deployed. There is nothing special about using the metro.
  • I have been using the metro to commute from Krishna Nagar to Dwarka where my children stay - I have never invited the media to highlight this.
  • We are also for clean politics - but do we need to demonstrate in this manner. We have thought hard about supporting this government in this trust vote.
  • We did not want to indulge in any horse-trading. We did not have the numbers and chose to sit in the Opposition.
  • There are many questions about Arvind Kejriwal - which the people of this country want to know.
  • According to Ford Foundation, your organisation has received funding of over 3,000 dollars.
  • Will the Delhi government give an assurance that such foreign funding for political and non-political endeavours will be investigated?
  • A household of 5 people, on an average, uses more than 660 litres of water. Why have you raised the prices of water supply? (Speaker interrupts Harsh Vardhan, says, "From the one-and-a-half hours allotted to your party you have spoken now for over 40 minutes. Maybe your other colleagues would also like to speak?"   • We want to know when will you roll back the price hikes in CNG, water bills. Why is the Delhi government wanting to spend their money to subsidize power?
  • We can do anything but we will stick to our nationalism. Arvind Kejriwal should apologise in this House for his Kashmir remark or when he said MC Sharma was killed in a 'fake 'encounter.
  • What moral majority do you talk about? I have been an MLA for 20 years. I am here to serve the people. What sacrifice are you talking about? 
  • You don't have any right to talk about cleaning the system. You have compromised with corruption.
  • You will take support from the Congress and then say - we asked the people. The people had spoken when they voted the Congress out.

The Swearing-in Ceremony of the Chief Minister, Delhi will be held at 12.00 noon on 28.12.2013 at Ramlila Ground. A number of important dignitaries, general public and the media etc. are scheduled to attend the ceremony at designated time. In this regard elaborate security and traffic arrangements have been planned to ensure traffic circulation, pedestrians' movement, safety of visitors as well as that all the dignitaries and invitees reach the venue on the time and the function is held smoothly.

Due to the ceremony, traffic congestion is expected in the areas of New Delhi and Central Delhi. The roads affected would be between 10 AM to 2 PM on 28.12.2013 are - JLN Marg, Rajghat, Delhi Gate, Asaf Ali Marg, Netaji Subash Marg, Bahadur Shah Zafar Marg.

THE PARKING OF VEHICLES WILL BE AT FOLLOWING PLACES:-

1. Parking for officials at Chaman Lal Marg, Asaf Ali Road and on footpath of JLN Marg.
2. General Parking shall be at Mata Sundri Parking, Power House road, Veldrome road, Rajghat parking, Shanti Van Parking, service road Rajghat & Samta Sthal as per requirements.
3. Media Parking at Tagore Road.

People visiting to New Delhi Railway Station from East and North Delhi should take I.P. Marg, D.D.U Marg to reach Ajmeri Gate or Paharganj side of New Delhi Railway Station.

Route for LNJP Hospital:

People going to LNJP hospital will be facilitated to reach hospital through normal route. Traffic Police has been briefed to be helpful to patients and their relatives.

The public is advised to make maximum use of public transport, especially Delhi Metro. Adequate traffic arrangements have been made to ensure proper traffic movement as far as possible.

Statement by Aam Aadmi Party on decision to form government in Delhi:

The Parliamentary Affairs Committee of the Aam Aadmi Party has decided that our party is ready to form a minority government in Delhi. Although the AAP did not get a majority of 36 seats, the required number to form a government in the Delhi Vidhan Sabha elections, the public of Delhi, during a referendum based collection of opinions, has directed with overwhelming majority that the party form the government.

In a week long referendum, with the use of internet, cyber media and public meetings, people were asked their opinion on the question of AAP forming a government in Delhi. This was a historic beginning to change politics in this country. A large number of people participated in this process. Public gave the responses specified in the table below.

In total, 697310 responses were received via SMS and internet, out of which, after removing duplicate IDs and numbers, a total of 523183 people expressed their opinions. Among these, 265966 were from Delhi. Out of these 197086 or 74% gave their decision in favor of forming a government.

In view of this, the Aam Aadmi Party has decided to form a minority government in Delhi. Under the leadership of Mr. Arvind Kejriwal, leader of the Legislative Team, the party is going to present its intention of forming the Government in Delhi before the Lt. Governor.

  • Congress is not a king-maker. We didn't win as many seats as expected.
  • It is many peoples' intention that if AAP forms government, we will support them from outside. Nothing has been decided yet on this. We are in talks with Sheila Dikshit well.
  • We will pass on all the opinions of Congress leaders to the high command.
  • It is very common that there will be an introspection after every victory and defeat. Sheila Dikshit has said what she has to. The party will look into it.

  • It is unbelievable that Prashant Bhushan has said that AAP can give support to BJP.
  • He said this on a TV debate show in an argument, his statement is being misconstrued.
  • What he meant is that BJP should pick up and support the issues that AAP has been fighting for.
  • We had said long back that if BJP or Congress takes up the issues we have been fighting for then there was no need to even form AAP.
  • It was a hypothetical question. He was led into that answer.
  • If BJP brought  janlokpal we would have anyways supported them.

The BJP-Akali Dal Alliance has won 32 constituencies of Delhi. This is about six to eight seats short of our expectations. We have narrowly lost in some assembly segments. Even though we have managed to retain a large part of our traditional votes, there was some shift even in middle class localities to the Aam Aadmi Party (AAP). The Congress was no longer a serious option in Delhi. Residents of Delhi were considering which of the two alternatives to vote for - the BJP or the AAP.

The AAP may have got lesser votes and seats than the BJP. However, that is not a ground for satisfaction for the BJP. The BJP's march to comfortable majority has not been interrupted by the Congress. It has been interrupted by AAP. The lesson of the 32 constituencies that the BJP has won clearly reveals that most candidates who were well grounded in the constituencies and appeared to be electorally acceptable have won. The lesson for the BJP of these results is that the credibility-quotient counts in an election. The image of the leadership, as also of the candidate, must inspire confidence amongst the voters. The announcement of Dr. Harsh Vardhan's name as the BJP's Chief Ministerial candidate helped the BJP. Those who have a track record of serving their constituency well, have a better chance of being elected. Just getting a party nomination even in a stronghold is not enough. The days of conventional politics are now over.

Is the AAP merely a freak phenomenon? Or is it going to be a lasting experiment? The last word on this cannot be said at this moment. This party is unconventional. It has attempted to exploit the general mood of cynicism. It has made unrealistic promises and does not want to sit in a position of responsibility where it has to walk its talk. The very suggestion of being in government to implement its policy and promises appears to be scary for this party. In a democracy, the voters vote in order to elect the government. When there are no clear majorities, the government formation is an art of the possible. The Congress Party can give the AAP outside support in order to form a government. In Power, such a party would be like a fish out of water. It is possible to make exaggerated promises, and capture the imagination of a few by making unimplementable promises. The strategy of the party is to avoid power rather than be in a position to implement the unimplementable.

  • We tried our best. We worked hard for 15 years. We hope for a stable government in Delhi, though we have no role.
  • I don't think we did anything wrong.
  • I also felt I did not get enough support from my party in Delhi (the Delhi unit)
  • We tried our best to control prices.
  • Don't agree power (electricity) was an issue. Other parties made unrealistic promises on power.
  • I'll be the first one to clap if this happens..if power bills are brought down..your and my bills will go down.
  • Certainly I can say our 15 years has no anti-incumbency
  • Nothing at all (on what she would like to tell Arvind Kejriwal). He is much wiser than I am.
