Orissa to avoid acquisition of irrigated land for PCPIR

Bhubaneswar: Orissa government will avoid acquiring irrigated land for the proposed Petroleum, Chemical and Petrochemical Investment Region (PCPIR) project
     .
The direction in this regard was issued by Chief Secretary B K Patnaik at a recent review meeting on the development of the project.
    
The project to be set up over a total area of 284.16 km in Jagatsinghpur and Kendrapara districts would have 123.01 sq km of processing area.
    
The Indian Oil Corporation Ltd (IOCL) and Industrial Development Corporation (IDCO) were chosen as Anchor Tenant and Nodal Agency for the project respectively.
    
A total number of 155 villages in Kujanga and Ersama blocks of Jagatsingpur district and Mahakalapada and Marshaghai blocks of Kendrapara district will be directly benefitted by the project, an official said.
    
The area has been selected on the basis of sea and hinterland connectivity, proximity to water sources, land availability and proximity to coast for marine disposal of treated effluents.
    
The Centre would ensure availability of external infrastructure linkages like rail, road, ports, airports and telecom in time-bound manner through PPP and the state government was committed to provide basic infrastructure like land, power, water, sewerage, ancillary roads, canal lines effluent treatment linkages.
    
Out of processing area of 123.014 sq km, about 42.68 km has so far been acquired, the official said, adding, the IDCO has filed acquisition of 7,342 acres for common infrastructure, utilities and accommodating downstream chemical converts and industries.
   
For inhabitants 20.92 sq km of village settlement and19.08 sq km of township has been included in non-processing area, he said.
    
IOCL will have refinery-cum-petrochemical complex with investment of Rs 29,777 crore towards five km south of Paradeep.
     
The institutional framework of the PCPIR will be mandated under Odisha Development Authorities Act, 1982 for which Paradip Development Region is to be formed involving five urban revenue villages and 115 rural revenue villages, sources said.
