Red-tape stalls anti-ragging measures: Kachroo's father

New Delhi: A day after Aman Kachroo's tormentors were sentenced to four years in jail, the focus is firmly back on ragging in colleges.

It has been a year since the Supreme Court ordered the University Grants Commission (UGC), to form a countrywide anti-ragging helpline and a complaints monitoring committee.

Now, the mastermind of the plan, Dr. Rajendra Kachroo, alleges blatant violations, that has stopped the project from taking off.

The Supreme Court had said the UGC must follow Kachroo's exact plan, as approved by the Raghavan Committee.

Now in a letter to the Central Vigilance Commission, Dr. Kachroo alleges that the UGC not only outsourced the project to an agency without floating an official tender, the said agency, EdCIL, is a public undertaking. And the court had strictly ordered only non-governmental organisations to be involved.

"I hold the UGC essentially responsible. I have been meeting them twice or thrice a week for over a year. Even their database is not ready. As a result, not a single complaint has been registered till date," said Dr. Kachroo.

"It's a huge task with 25,000 colleges, 500 universities. We will develop the web portal," said Sukhdeo Thorat, UGC Chairman.

This is cold comfort for a man, who lost his only child to ragging, and for parents of millions of campus students, who live with the threat.
