Child beaten for not paying Rs 2; case filed against teacher
Vaishali, Bihar: In Bihar's Vaishali, a case has been registered against the teacher who broke a student's arm for not paying up rupees two she was asked to contribute for her school's Independence Day function.

Eight-year-old Komal has trouble moving around. Her right arm is fractured. She's skipping school. Even if she were better, her parents say they'd be reluctant to send her back.

Komal was allegedly attacked by her teacher with a stick on Tuesday. She says after her arm broke, she fell to the floor crying. She says the teacher was incensed that Komal had not been able to contribute two rupees for Independence Day celebrations.

The fee is applied to all students at this and other government schools in Bihar.

Komal's father works as a farmer. The family's monthly income is Rs. 4000. Her father had given Komal the two rupees demanded by her school, but she spent it on sweets.

The teacher, who allegedly attacked her, and the school principal, deny that Komal was beaten. They do, however, admit to demanding the Independence Day fee from all students.
